Representatives of the Judicial Training Centre of Montenegro trained on the newly developed Communication Protocol

The effectiveness, integrity and independence of justice require the proper training of judges and prosecutors and a proper communication and co-ordination among different actors involved in judicial training programming and delivery.

In order to provide a framework for the mutual exchange of information in this area, a Communication Protocol for the Judicial Training Centre (JTC) was developed for the first time at the level of the JTC in Montenegro to set out the key principles and how these are to operate in practice. The Protocol is expected to provide a central source of guidance in all relevant communication matters to JTC bodies and is also expected to increase the amount of information shared between the JTC's bodies and other judicial stakeholders.

The Protocol elaborates on specific procedures for internal and external judicial communication and includes different communication techniques and tools which may be used by JTC representatives to communicate more effectively and to increase visibility of this important institution among students, law practitioners, civil society organisations and citizens.

The development of this document was followed by the targeted training of JTC members on how to use the Protocol in their daily work. Through a two-day long training, the growing development of communication opportunities and tools as well as challenges were discussed with JTC representatives and concrete examples of innovative practices and tools included in the Communication protocol were presented.

The Communication protocol has been developed under the action “Accountability and professionalism of the judicial system in Montenegro” which is a part of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019 – 2022”.
