  • working with non-state stakeholders and local institutions to improve their understanding of equality and diversity, better outreach to the victims from vulnerable groups.
  • improving cooperation among stakeholders to prevent and combat hate speech, including better protection of vulnerable groups and more accessible redress mechanisms in line with European standards and best practices.
  • further improving data collection on hate crime grounds at regional level, improving the response to hatred and racism by equality bodies and law enforcement; and working with civil society organizations and Young European Ambassadors providing them with knowledge and tools to better address hatred and racism, and to promote equality and diversity in their societies.

The third phase of the Partnership for Good Governance includes five country-specific and one regional projects implemented in this thematic area.
