Cascade training on hate speech for judges and prosecutors of Federation of Bosnia and Herzegovina

Cascade training on Hate speech for the judiciary and police members of Federation of Bosnia and Herzegovina (FBiH) has gathered 31 participants, out of which 20 participants were members of the police forces from the state level, as well as cantonal law enforcement agencies representatives.

Training on criminal-law aspects of hate speech has been conducted through the discussion on international framework in Bosnia and Herzegovina, a two-track approach of European Court for Human Rights and the relevant case-law of Constitutional Court of Bosnia and Herzegovina. In addition, hate speech was explored through the application of European standards in the judiciary. Experts have also talked about hate speech and the internet.

The presentations, discussion and exercises took place online – in a form of an interactive webinar. Council of Europe international expert, professor Jelena Surčulija-Milojević, and local experts Ljiljana Filipović, judge of the Supreme Court of FBiH, and Sanja Tadić Stojisavljević, prosecutor at the Public district prosecutor’s in Banja Luka were educators at the training. This event was organised in partnership with the Center for office Judicial and Prosecutorial Training of FBiH.

This training was organised within the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”, and its action on “Freedom of expression and freedom of the media in Bosnia and Herzegovina (JUFREX)”.
